It took two years, but thanks to the leadership of the Recreational Aviation Foundation (RAF) and the efforts of several supporters, Wisconsin’s Recreational Use Statute (RUS) was amended to include noncommercial aviation. State Senator Scott Dibble, Chair of the Senate Transportation and Public Safety Committee expressed pleasure that, along with the payback of budget shifts to Minnesota schools, the State Airport Fund will be repaid $15 million that had twice been taken from it and placed in the General Fund. This has been one long winter. While I have lived and flown in Minnesota for 25 years, I don’t remember a winter that has been more challenging from a flying standpoint.
